I would like to talk to you about this article because I have some expertise that might help you find out more about what's going on here. I have worked for land surveyors doing what they call Alta surveys. And I would suspect that there would have to be some that had been done based on what you have posted with this story.
I would also like to know whether or not you found out what taxes are being paid on such a large facility.

So I bring this up because there's no way God's creation they'd ever let a facility be built that close to a water source without tons of permits. And that one item that you pointed out probably has something to do with a septic tank on how they dispose of sewage and that is regulated through whatever town or county requirements are for sewage disposal.
